Cargo transshipment is UN-certified tax-free transit from seaports of one country cross-border to another land-bound country. While most of these cargoes are containerized and mechanically sealed, many attempts of tax evasion trafficking happen and need to be controlled and managed. Containers that are designated to travel from seaport to another inland country are open and cargo removed or substituted to avoid paying import duties in the seaport country. For example, Uganda and Rwanda in East Africa import their cargoes using the seaport of Dar es Salaam in Tanzania or Mombasa in Kenya. These import duty evasions are now controlled and managed with an electronic cargo seal that monitors the container (dry or wet) during transit. Any geo-fence violation and seal tampering are reported in real-time for corrective action.
